SEO and AI visibility for UAE travel agencies and tour operators, built on your licence and the listings travellers trust.

For inbound tour operators, outbound travel agencies, desert safari and excursion companies, and tour desks across the UAE. A visitor who asks ChatGPT for a morning desert safari with hotel pickup, or a Dubai resident who asks Gemini for a Georgia package that includes visa help, gets a few company names back. The engine picks them from your Google profile, the Things to do listings in Google Search and Maps, the online travel agencies that resell your tours, review sites and travel press. Your own website is only one of those sources. We find out which ones each engine reads for your kind of trip, show you whether your company is named, and fix the records that decide it.

Start with the free part: get a free visibility check. We put your travellers' questions to Google and seven AI engines in English and Arabic, show you which companies are named instead of you, and give you the three fixes that matter most.

Each licence rule and platform rule below is taken from the regulator's or platform's own page, or from one dated web search, on 20 October 2026. This is a marketing guide, not licensing advice. High Street has no travel or tourism clients to report and has not measured a UAE tour operator; the figures of our own that appear here come from other categories, and each one says so.

How travellers find a tour or a trip now

Travellers in the UAE fall into two groups with different paths. Visitors are looking for things to do once they land: a dhow dinner cruise, a desert camp, a day trip to Abu Dhabi. They may search in English, Arabic or their own language, and they can book directly or through an online travel agency. Residents are more often buying outbound trips, packages, visas or Umrah travel from an agency. The two groups ask different questions and reach you through different records.

Both groups now ask AI assistants for a short list before they compare. The answer is not a ranking of websites. It is a handful of names, each backed by sources the engine trusts. In our study of where AI answers come from, 4.9% of citations went to the vendor's own site and the rest to other people's pages. That was a software category, measured over three weeks in August and September 2026, not travel. We use it because it explains why most of this page is about records you do not publish yourself.

Our UAE AI visibility report, measured on 7 and 8 August 2026, found the same gap for two local businesses: a working Google presence and almost no presence in generated answers. Neither was a travel company. For a tour operator, the useful question is the same one: are you named when a traveller asks without your name?

The licences that apply in the UAE

Dubai: the Department of Economy and Tourism

DET's own pages say it licenses and classifies tourism businesses in Dubai, travel agents and tour operators among them. It also publishes the regulation on travel companies, listed in its legislation section as Regulation No. 6 of 2006. Several narrower permits sit on top of the company licence, and each says something precise about what you are allowed to sell:

  • Tour operator counter permit. An operator running an excursions desk in a venue such as a hotel or shopping mall needs a permit for that desk.
  • Safari permit. Safari trips need registered drivers and vehicles, and DET asks for at least five tour guides before it issues the permit. Safari drivers renew their permit every year after a half-day course and an assessment.
  • Tour guide licence. Guides qualify through DET's online tour guide programme and renew the licence every two years.

Applications go through DET's ePermits portal. These rules come from DET's pages as returned by a web search restricted to dubaidet.gov.ae on 20 October 2026; the pages themselves refused a direct read, so check the current version before you rely on any of them.

Abu Dhabi: the Department of Culture and Tourism

DCT Abu Dhabi's licensing page lists the tourism licences it issues, renews, amends and cancels online. The list includes a tour operator licence, a travel agent licence and an excursion boat licence, alongside hotel and tourism restaurant licences. DCT also runs its own tourist guide training and licensing programme. If you operate in both emirates, you deal with both departments, and each licence carries its own name and number.

Why the licence matters for search

A licence is the one independent record of what your company is. An engine that finds "XYZ Tours LLC" on the licence, "XYZ Desert Safari Dubai" on Google and "XYZ Travel" on an OTA has three candidates and may not connect them. Pick the licensed trading name, use it on every listing, and say on your website which licence you hold and what activity it covers. It also answers a question travellers do ask an engine directly: is this company licensed?

Google Things to do and the OTAs

Google's help page says all attraction businesses and tour operators can manage ticket and activity details in their Business Profile. Under Tickets or Activities you add each product, and two fields are required: the ticket or activity name and a booking URL. Operators connected through a booking system can feed products through Google's operator booking module instead. Google's developer guide says that module shows an operator's own products on its Business Profile next to the same tours sold by OTAs, that the business has to be findable on Google Maps for it to appear, and that a production feed has to be uploaded at least once every 30 days or the products are taken down.

That last point is the common failure: a tour listed once, then left with last season's price. The traveller and the engine both see the OTA's version as the current one.

The OTAs are their own records. Viator, owned by Tripadvisor, says it lists experiences that meet its acceptance criteria and takes its commission after the tour has run, according to its partner pages found in our search. We have not measured whether AI engines cite OTA tour pages more often than operators' own pages for UAE questions; the free check shows which pages are cited for yours.

The questions travellers ask

Illustrative examples, not measured search volumes. Each detail in them points to a record that has to hold the answer.

  • morning desert safari with hotel pickup from Dubai Marina, no dune bashing
  • private dhow dinner cruise on Dubai Creek for a family of six
  • day trip from Dubai to Abu Dhabi with Sheikh Zayed Grand Mosque and a guide who speaks Russian
  • travel agency in Dubai that arranges a Georgia package with flights and hotel
  • Umrah package from Sharjah with visa included

And in Arabic:

  • رحلة سفاري صحراوية مع توصيل من الفندق في دبي
  • وكالة سفر في أبوظبي لباقات جورجيا

"Hotel pickup from Dubai Marina" is answered by the pickup zones on your site and on each OTA page. "No dune bashing" and "a guide who speaks Russian" are inclusions that have to be written down somewhere an engine can read. "Visa included" is a package term. If your own pages leave these out, the engine takes the answer from whichever OTA or review page states it, or names a company that does state it.

The Arabic versions do not always return the same sources. PRmoment's bilingual test of hotel questions in August 2026 found the engines' shortlists were mostly alike across English and Arabic, but the non-platform sources behind them overlapped by only 28%. That test was about hotels, not tours. It is the reason we check Arabic answers on their own, and our guide to Arabic AI visibility explains how.

What to fix, in order

How we chose the order

This order is our recommendation from how the records above work, not the result of a study. First come the records you can change in a day and that hold the most answers (your Google profile and Things to do listings), then the licence every other record should copy, then the pages and platforms you influence but do not own. We have not measured which fix moves a UAE tour operator's AI visibility most. The free check is how we would find out for your company.

1. A Google profile that follows the rules

Google's guidelines say a business needs a physical location customers can visit, or must travel to customers, and that the location is staffed during its stated hours; virtual offices and online-only businesses are not eligible. The name has to be the real-world name, with no keywords added, so "Desert Safari Dubai Best Price" in the name field is a risk, not a tactic. A tour company that collects guests from hotels can set a service area: Google allows up to 20 areas, with the whole area no more than about two hours' drive from the base. The rest of the basics are in our Google Business Profile checklist.

2. Every tour in Things to do, with a current price

List each product with its own name and a booking link to its own page on your site, or connect through your booking system's partner. Then keep it current. A 30-day feed rule means a forgotten connection quietly removes your tours.

3. One licensed name and number everywhere

Use the trading name on your DET or DCT licence on Google, every OTA, your website footer and your social profiles. Put the licence type and number on your website's about or contact page. For safari and desk permits, say what they cover.

4. Itineraries written as facts

Pickup zones and times, duration, what is included, what is not, group size, languages, age limits, accessibility, cancellation terms. Write each one as a plain sentence on the tour's own page, in every language you sell in, and make the OTA pages say the same.

5. Reviews, asked for the same way every time

Google's content policy forbids paying or discounting for reviews and asking only happy customers. Ask every guest the same way after the trip, on Google and on the OTA they booked through, and reply to what they write. Complaints that repeat (late pickup, a different camp from the one advertised) are answers an engine will repeat too.

6. Pages for the trips you want to be named for

For each trip that matters to your business, one page that answers the questions above in full, with the price range, the licence that covers it and real photos. A blog post per keyword is not needed. A complete page per trip is.

How we work with travel agencies and tour operators

We work from Dubai with companies that sell trips in the UAE and from it. Our AI search visibility service puts your travellers' questions to seven AI engines, in English and Arabic, records which companies and sources each engine names, and works on the listings and pages behind those answers, together with your Google profile and Things to do listings. We have not yet measured a UAE tour operator, so your free check would be the first baseline for your company. Hotels and restaurants are covered on our hospitality page.

Questions travel companies ask

Can a tour operator list tours on Google for free?

Google's help pages describe adding tickets and activities to a Business Profile yourself, with a name and a booking link for each, and they do not mention a charge for doing so. OTAs that sell your tours can appear in the same module, under their own terms and commission.

Do we need a separate licence for a tour desk in a hotel?

In Dubai, yes. DET requires a tour operator counter permit for an excursions desk in a venue such as a hotel or a mall, on top of the company licence.

Can an online-only travel agency have a Google Business Profile?

Not as an online-only business. Google's guidelines require a location customers can visit, staffed during stated hours, or a business that travels to its customers. An agency with a staffed office that receives customers qualifies; a virtual office does not.
